INDIANAPOLIS, IN — CICOA Aging & In-Home Solutions is announcing that its Board of Directors has unanimously appointed Orion H. Bell IV as the organization’s new President and CEO, effective October 13, 2008. Bell replaces former President and CEO Duane Etienne, who is retiring after 29 years of service.
Previously, Mr. Bell was Director, Chapter Operations Support for the Great Lakes Service Area for the American Red Cross. He brings twenty years of leadership experience in not-for-profit management, including expertise in strategic planning, budget development and program administration, as well as a successful track record in marketing, financial development and volunteer administration.
“Orion has the leadership skills to take our internal and external development to the next level” said Jim Bixler, Chairman of the Board of Directors. “He has the experience, vision and passion for community service to lead CICOA to continued growth and success.”

CICOA Aging & In-Home Solutions serves older adults and people with disabilities of all ages in Marion and the surrounding seven counties. Incorporated in 1974, CICOA is a nonprofit organization governed by a volunteer board of directors. CICOA’s services are funded through federal, state, local, public and private funds and the support of the CICOA Foundation.
CICOA achieves its mission by providing, brokering and funding a wide array of services and actively advocating for a senior-friendly community. In fiscal year 2008, CICOA’s 160 full-time and part-time employees, with the help of more than 300 providers, enhanced the quality of life for Hoosiers by:
· Handling more than 39,000 phone calls for information and assistance
· Assisting 2,753 people with services in their homes, such as homemaker,
home health aide and attendant care
· Assessing 5,037 people in nursing homes for home care or nursing home placement
· Delivering 356,853 meals through home delivery and at neighborhood meal sites
· Providing $244,167 of respite care and supplemental services for caregivers
· Distributing 15,000 Caregiver Solutions resource guides.
In addition, CICOA funds transportation and legal services programs, contracts with home care agencies to provide an array of home health services and provides funding for home modifications and adaptive aids that enable seniors to continue to live independently in their homes. CICOA also serves as an advocate for seniors and persons with disabilities by seeking changes in laws and policies and by working to make communities more elder-friendly.
